It appears to me you are making things just too blasted easy for him. Make him work for your affections! Don't be there all the time, and when he tells you he's not ready for a serious relationship then say, "OK, fine with me. I think we should start dating other people." You see, many people are afraid to take such a risk with someone they love, but often this action makes the person afraid of a close relationship change their ways and they realize they don't want to lose you. If he agrees with you, then it's best you find out now about this guy and don't waste any more precious time. Nope, don't think this guy of yours has changed one bit. He sent you the message loud and clear ... I don't want a close relationship; don't want responsibiliy and sure don't want to have to answer to some woman, but I want to have fun and sex with you. You're letting him have his own way and you'll be the one hurt.
