Frostwire is peer to peer (P2P) software that allows you to connect to other peoples computers and they can connect to your computer. Once connected you can share files. This is not illegal.
Most files which contain music, movies, games, software etc. will be copyrighted and it is illegal to share (to send or receive) such files. As you do not know who is sending the file it may well contain viruses and/or malware that can compromise the security and functioning of your computer. In many countries distributing Computer Viruses is illegal.
To sum up; the Frostwire software is not illegal but what people do with it very often is illegal.
