That's your Power Steering. It does that on all my vehicles. I've never looked into it but I'd say it's normal. It must be a MAX power steering fluid pressure sound or maybe even an intentional warning sound. And yes it makes that sound while stopped as well on my car and truck. Pretty sure it's normal.
I had that problem in my 84 and it turned out to be the cable itself
I would guess that it is the wheel bearing. is it a grumbling sound or an all out grinding? If it is or was a grumbling sound and has turned into a grinding it is probably the wheel bearing.

If it makes a clicking, grinding, rattling, or other noise when you accelerate with the steering turned it is not safe.
