All of the contiguous US falls between 24.52° and 49.38° North Latitude.
There is no official standard set of 'lines'. Some maps and globes show more lines,
some have fewer of them, and some have none at all. You can draw a line at any
latitude on your map or globe.
The line of 49N is the boundary between the US and Canada from Minnesota to the Pacific. The border between the US and Mexico is quite jagged, but the word "most" allows me to set the approximate southern latitude somewhere between 31N (the Arizona/New Mexico southern border) and 26N (the southern tip of Texas at Brownsville). Call it 29N.
So, "most" of the "Lower 48" is between 29N and 49N.
California covers the range of latitudes between 32.53° North and 42.00° North.
