On a crotch rocket if it has been sitting up for about 3 weeks in the rain and was running perfect and now takes a few min to crank it and while crinking it backfires a little bit any ideas what it is?

Bad fuel, sediment in the tank, blocked or partially blocked fuel filter, carburetor getting plugged. Drain the fuel and put in fresh, then add a tablespoon of acetone as a carb cleaner. DON'T GET ANY ON THE PAINT!!!!
