If you are repairing spongy brakes you want to inspect for any leaks in the lines first. Look for oily spots on the break lines and callipers. Check under the master cylinder as well. If you are sure of a leak, you need to get it repaired.
If the sump of the master cylinder is dark and inky, clean it out with a turkey baster or a reservoir pump and refill with fresh fluid. If all looks OK, then bleed the brakes starting with passenger rear side then rear driver's side then passenger side front tire then driver's front. You may have to remove rear wheels if you cannot get enough play with the wrench.
The process to bleed is as follows:
Air in the brake system. Bleed the brakes again.

To remove the brake pedal on a 1998 Suburban, unscrew the bolt that holds it to the steering wheel column. There are several wires that also have to be disconnected from here that control brake lights.

The most common way to test this is,at a stop with your foot on the brake, the pedal will very slowly go to the floor, there is a test for this but you need to be good at auto repair.

You probably have air in the brake hydraulic line. Bleed the air out of the brake lines.
Change the brake switch located where the brake pedal is, a little above. Done!
If a 95 Chevy Suburban's brake lights do not work but everything else does, it may be the link that connects to the pedal that has a problem. If the pedal has been adjusted or disconnected, it may also be a reason for the issue.
