Kentucky has blue grass and it is a common meadow grass that they take great effort in promoting however only the seed pod on mature plants gives that appearence. Both Big Bluestem and Little Bluestem can be found in much of the great plains and has a distinctive blue-purple stem base as it matures. No actual grass meets the question's requirements.
