Well, if you wait long enough you'll make a major mess of the braking system and possibly risk braking failure.
Nearly all pads have built-in wear indicators that make a squealing or screeching sound when the pads get too thin. If you don't have the pads changed they can wear down to the mountings, which will scrape nice deep grooves in the rotors. At that point you'll be looking at a full rebuild. That's big bucks.
Similarly, even if you change the pads, letting the rotors go too long will cause them to become "dished" as the surface wears away. As the rotors get thinner they'll heat up faster during stops which can cause a number of problems ranging from warping to brake fade. Again, if the rotors warp you'll be looking not only at replacing them but probably also having work done on the calipers, etc. due to uneven running.
Most but not all states require inspections at least once a year. Checking brakes should be part of the deal. If it's not, ask the tech guys to do a once-over. Believe me, it's not worth the potential savings to try to cut corners on one of the most important systems in your car.

If they are scored or uneven. It's only happened to me once in over 40 years of cars. If you check and change pads regularly, it never happens.

The best time to do this is during a brake job. This applies to both front and back rotors. If you are doing the back rotors, make sure you don't have the emergency brake on or you'll never (and I do mean never) get them off without serious damage to something. Remove the tires.Using an Allen wrench/socket remove the brake calipers.Using a wrench/socket remove the frame that holds the calipers.If this is the first time you're doing rotors you may have 2 or 3 of these round things (sorry, the name escapes me) that hold the rotor on at the factory. Take a screwdriver and some pliers and unscrew them off the threads. You do not need to keep these unless you really want to.The rotors will just slide off now. If they're stuck at all, get a mallet (not a hammer) and tap around the backside of the rotor to loosen it up. Good Luck.

The parking brakes are inside the back of the rear rotors. If you have never done a brake job before i do suggest that you take the car to a qualified tech. Could save some one Else's life. However, once the car in up on blocks, remove the wheels, remove caliper, and if the rotor does not pull off easily then you will have to slack the parking brake enough so that the rotor does pull off. The rest of the work is as a regular brake job, just that the parts a smaller.

Take off tire Remove caliper Remove disc (may need some persuasion) Installation is same in reverse Buy high quality brake parts, and its best to use brand new pads when replacing a rotor. You will have to open your brake fluid reservoir, and use a clamp to push the piston inward on your caliper in order to re install the caliper. Use brake stop squeak on all contact points between the pads and calipers. Also use brake cleaner on the rotors. Never work on or under a car without the use of jack stand for safety.
