The Great Compromise, or Connecticut Compromise, which stated that both a House of Representatives (in which the number of representatives a state got was determined based on it's population), and the Senate (in which each states got that same number of representatives and votes), by Roger Sherman, which settled a dispute between the Virginia Plan, backed by James Madison (which supported the states' number of votes be based on population), and the New Jersey Plan, backed by William Paterson (which supported the same number of votes be given to each state).

The Virginia Plan would give more power to the states with a higher population, like Pennsylvania and Virginia, which would leave small states without much of a say. The New Jersey Plan gave equal power to all.

This combination would be crucial in the passing and rejecting of many bills and laws in the years to come.
