It depends on how you parse the code.

From countries that use '00' as the international access prefix, that would be the beginning of a call to North America (USA, Canada, etc.: country code +1).

From countries that use '001' as the international access prefix, that would be the beginning of a call to somewhere in the Americas, excluding the +1 zone. (For example, Brazil is country code +55.)

From Australia, '0015' is a special international access prefix used to route fax calls over the Telstra network with settings optimized for faxing. You can program your fax machine to dial 0015 + country code + city code + number.

The 00 is an international dialing prefix, not part of the country code. Country code 1 is the US, Canada, and several Caribbean and nearby islands. There are several area codes beginning with 56:

561 Palm Beach, Florida

562 Long Beach, California

563 Davenport, Iowa

566 (reserved for future "follow-me" numbers)

567 Toledo, Ohio

It depends on where you're calling from, because it depends on which part of that dialing code is the international access prefix and which part is the actual country code.

For example, '00' is the most common prefix, which would leave +1 519, which is a number in southern Ontario, Canada.

However, some countries use '001' or even '0015' as an access prefix, which would leave, respectively, +51 97 (Peru mobile phone) or +1 97 (North America = USA, Canada, etc., with an incomplete area code).

A number in North America will have exactly 10 digits following country code +1. A Peruvian mobile number will have exactly 9 digits following country code +51.

00 isn't part of the code, it is a commonly used international access prefix. Country code +1 is North America (USA, Canada, etc.), and area code +1 416 is Toronto, Canada.

Alternatively, if your international access prefix is 001, then you have country code +41 (Switzerland), but there are no +41 65 numbers.

Lastly, if your international access prefix is 0014, then you have country code +1 (North America again), with an incomplete area code +1 65X.

(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, and many other countries use different prefixes.)
