Although BIOS has gone a long way and has changed greatly in complexity since it's origins, Basic Input/Output System is a piece of software that is responsible for first, detecting, testing and initializing system devices. It then uses one of these devices, finds the next software on a storage device and executes it (next software usually being the OS boot loader) in the process called bootstrapping in which a simpler program executes a more complicated system of programs.
