If the driver has the owner's permission, in the event of an accident, the owner's insurance would be responsible and if the driver has an insured vehicle, a claim may also be filed with his company and the two insurers will then decide which has primary responsibility. If the driver IS a member of the parent's household but not listed on the policy, the parent's insurance may try to deny the claim, but they will probably pay and then drop or refuse to renew the policy.
