∙ 8y agoThe primary issue between Armenia and Azerbaijan is control over the autonomous region of NAGORNO-KARABAKH (Azerbaijani and International Name) or ARTSAKH (Armenian Name). During the period of Soviet control, one of the ways that the Russia maintained control of the Soviet Union was to put autonomous regions of one ethno-national group inside the territory of a different ethno-national group. In this case, the Armenian-majority region of Nagorno-Karabakh was placed within Azerbaijan. As a result, when Armenia became independent, the people of Nagorno-Karabakh voted to join the territory with independent Armenia and not remain part of Azerbaijan. The Azerbaijani government did not want to lose the territory and this resulted in a war between the Armenian government (to annex Nagorno-Karabakh) and the Azerbaijani government (to retain Nagorno-Karabakh). The war caused a large amount of suffering and the migration of over a million combined refugees (Azerbaijanis from Armenia and Nagorno-Karabakh and Armenians from Azerbaijan).
In 1994, Armenia and Azerbaijan reached a ceasefire, where Armenia controlled most of Nagorno-Karabakh, but the two countries have not formalized a final peace treaty. Without a formalized peace treaty, the two countries are still at war and have not resolved the refugee issues, which still present a major thorn in each other's sides. Additionally, Armenia's close relationship with Iran, which has imperialist aspirations with Azerbaijan and Azerbaijan's close relationship with Turkey, which denies the Armenian genocide, further impact relations.

Actual Answer: Azerbaijan retains good or neutral relations with a majority of the world, even Israel (Which supplies them with arms). Azerbaijan's main enemy is Armenia, due to the contested Nagorno-Karabakh territory located within Azerbaijan (Armenia claims that it is an independent republic, while Azerbaijan claims it as it's own territory). France and Iran are sometimes considered enemies by the local population in Baku, but the government maintains stable neutral relations with both. There are some disputes with Iran over oil, but no territorial disputes.
