flour isn't really bad for you, It is a starch so if in baking it could be bad for you. It also depends on the type of flour you use, white flour is not as great as whole wheat flour. (think of bread)

flour is made from wheat which in nature isn bad for you.

The other harmful effects of consuming wheat flour are that it raises the cholesterol level, clogs the arteries, disrupts the blood sugar level, causes mood swings and irritability and increases your cravings for more food. It also causes a fatty liver, high blood pressure and atherosclerosis.Though foods made from wheat flour are bad for health, they are addictive and cannot be given up easily. Therefore, they should be eaten once in a while and in moderation. Also, make sure that your diet is balanced and includes lots of fruits, vegetables and whole grains, and provides you with all the nutrients. One can also switch to whole wheat flour instead of the refined one for a better lifestyle. Some form of exercise, like walking, is also necessary, and should be done for at least 30-40 minutes daily.

There are as many as 30 types of protein in wheat flour, but only two of those are important for our purposes: gliaden and glutenin. When they come in contact with moisture (water, milk, etc.) and are stirred, they produce gluten which gives elasticity, strength and shape to baking recipes. Different types of flour contain different amounts of protein. Selection criteria for flour for a recipe is based primarily on the end result you are trying to achieve; you do not want to use a high protein bread flour to make a cake or it will change its texture to dense. Conversely, when baking bread and you use cake flour, is too soft and has little gluten-forming proteins. This will cause the bread to fall because it requires a stronger structure that can trap the gases created by yeast, allowing the bread to rise. When it comes to cookies, gluten adds chewiness.

Flour rarely has a side effect unless it goes bad. Corn flour can only cause constipation if one consumes lots of it without roughage and wheat floor can cause constipation and or diarrhea if half cooked or if used when left to stay longer after mixing it with water.

Not unless you have Celiac /Coeliac disease or are allergic to wheat. If you are eating the flour cooked in something, it should present no problem at all. If you are eating the flour raw this is also not harmful (people eat cookie dough all the time), but I wouldn't personally advise it due to the definite "floury" taste which uncooked flour has.
