Removing the entire dash assembly is the best way. It's a lot of work but worth the trouble.
Drain the water from the cooling system. Remove the water hose from the heater core. Remove the heater core retaining bolts. Reverse the process to install the new heater core.
To install a new heater core in a 1991 Camry, the passenger side dash has to be removed. After access is gained to the heater core, the old one needs to be taken out and a new one put in, replacing all of the wires and hoses.
Answer replacing the heater core on a 1991 explorer is a simple job and takes around 30 minutes. disconnect the hoses from core in engine bay. remove access cover located below the dash on passenger side. remove core, replace core.
You do not need to completely remove the dashboard in order to change the heater core. Remove the water hoses from the heater core. Remove the heater core retaining bolts. Reverse the process to install the new heater core.

Heater core is inside dash board by firewall.

It's possible that your heater core is plugged up. It can also be a bad thermostat.

There is not a block heater on this car. My 1991 Ford Mustang 5.0 LX had a block heater but I can't remember where it was installed on the engine , I believe on the passenger side of the engine block in a freeze plug ( expansion plug ) hole
