This is a swim bladder problem and may not be easily treatable if it has persisted for a long time.
Quite often, swim bladder issues are caused by over-feeding and constipation.
You can start by fasting your fish for 3 days, then for 3 days you should feed the fish cooked de-shelled peas (they cannot eat the skins) with a small grain of Epsom salt in the piece of pea; feed this 2 times per day for 3 days (it may only be half a dozen or so peas in that time). If the fish can be helped, it may start pooing quite a bit and start righting itself.
