Mullah Omar (Late) , the Taliban leader, restored peace in Afghanistan. Unfortunately, the Taliban imposed a very extreme kind of law and system of punishments that is against the basic teachings of Islam.
The Taliban enforced (and continue to enforce in areas that they control to this day) a very stringent and repressive form of Islamic Shari'a Law. The law, as applied by the Taliban, operated strongly contrary to women's rights, contrary to religious freedoms, and instituted harsh punishments for dissent. As concerns women's rights, women were required to wear cloth from head to toe, including a burqa over the head, which has a mesh covering over the face. Women were also banned from education and working. Religions other than Islam were illegal and blasphemy was a capital offense. Finally, a large number of crimes were subject to capital punishment or corporal punishment.

Of course. ALL civilized nations of the world (and even some "un-civilized" ones), all have a codified rule of law. This has been true since ancient civilizations to present. When people immigrate, they bring their knowledge of former rules and laws with them. In the case of Colonial America, settlers were under British rule, so the colonists brought British rule and rules with them. If they were not from Britain, people were expected to adapt to British laws. However, British colonists finally had enough of British taxes and revolted. When the colonists made their own government and laws, people were expected to adapt to the rules and laws of The United States of America. This remains true today. (And immigrants to other countries are expected to follow their laws.)
It was very hard to live under akkadian rule, because the kings and Priests lay many rules and expectations opon the people of the village.
