Mesopotamia was not a nation or a country; it was a region between the Euphrates and Tigris rivers where a complex civilization with a number of highly organized city-states had developed as early as 5500 years ago. There was no capital of Mesopotamia and no boundaries. Each city-state was independent.

The kings of Mesopotamia weren't gods, like the kings of Egypt. King Hammurabi ruled over from 1792-1750 a. c. They had all of the laws written on clay tablets. They called this writing cuneiform.

Initially each city-state in Mesopotamia was independent and had its own government. When empires began in Akkad and Sumer there were imperial governments over the cities. Then when first Assyria, then Babylon and then Persia took over, they each ruled overall, but allowed the various cities and tribes to continue their own local laws, with over-riding laws from provincial and central government on matters of security, taxes and communications.
