The Sinai covenant is the covenant made between God and his people on Mt. Sinai, according to The Bible. The Israelites received God's Ten Commandments and agreed to keep them in exchange for his love, protection, and special treatment.
Answer:
The Sinai Covenant between God and the Israelite nation (see Exodus ch.19 and ch.24), was made in the time of Moses, with Moses serving as the messenger.
This covenant is one of obedience, to listen to God's voice (Exodus 19:5), which will include the entire Torah (24:12). God, for His part, promised:
To cherish them as a treasure (Exodus ch.19; Deuteronomy 26:16-19).
To drive the Canaanites out of the Promised Land (Exodus ch.23).
To do unparalleled miracles for them (Exodus ch.34).
To dwell among them (Exodus ch.25).
To give them large families, wine and oil, and livestock (Deuteronomy ch.7).
To give them prophets (Deuteronomy ch.18).
To return His presence and blessings to them in the end of days (Deuteronomy ch.30).
The covenant was manifested through God's giving the Ten Commandments (Exodus ch.19-20) and the whole Torah (Exodus 24:12), and was finalized (on our part) through the offerings described in Exodus ch.24.

A "covenant" is a formal, binding, solemn AGREEMENT between two or more parties... like a "marriage vow." In the case of the "covenant" that took place at Mount Sinai between God and the children of Israel, it was EXACTLY a marriage vow:
"...They broke that covenant, though I Loved them AS A HUSBAND LOVES HIS WIFE, says the LORD." (Jer.31:32 NLT New Living Translation)
"Return home, you wayward children, says the LORD, for I AM YOUR HUSBAND..." (Jer.3:14 NLT).
"...you have betrayed Me, you people of Israel! You have been like a faithless wife who leaves her HUSBAND, says the LORD." (verse 20)
The "covenant" in question isn't as complicated as some might think it was, being a "marriage vow." It's a part of the marriage vow that was once a part of the marriage vows of man; a part that has disappeared from most marriage ceremonies over these past decades. It was the Promise of the children of Israel [God's betrothed WIFE] -- to OBEY HER HUSBAND'S VOICE!
"Now IF YOU OBEY ME and keep My covenant, you will be My own special treasure from among all the nations on the earth; for all the earth belongs to Me. And you will be to Me a Kingdom of Priests, My Holy Nation. Give this message to the Israelites." (Ex.19:5-6 NLT)
A deceived world thinks God's covenant with Israel was for them to perform for Him many complicated and difficult sacrificial rites and rituals -- but OBEDIENCE was it. Only to "obey His voice" in a Loving "Husband and Wife" relationship.
"When I led your ancestors out of Egypt, it was not burnt offerings and sacrifices I wanted from them. This is what I told them: 'OBEY ME, and I will be your God, and you will be My people. Only DO AS I SAY, and all will be well!" (Jer.7:22-23 NLT)
"They all responded together, "We will certainly do everything the LORD asks of us..." (Ex.19:8 NLT).
God told them to prepare themselves for the marriage ceremony... and three days later... they were married.
"Be sure they are ready on the third day, for I will come down upon Mount Sinai as all the people watch." (verse 11)
And in Exodus chapter 20, on the third day, God recited ALOUD for them the VOW that they were to OBEY. HIS TEN COMMANDMENTS!
That was the covenant of Sinai. The children of Abraham promised to obey God's Ten Commandments. Then DIDN'T.
"But My people have not listened to Me or even tried to hear. They have been stubborn and sinful - even worse than their ancestors... This is a nation whose people will not OBEY THE LORD their God and who refuse to be taught..." (Jer.7:26-28 NLT).

Moses
In the Sinai Covenant, God made a covenant with the Israelites through Moses on Mount Sinai. The covenant included the giving of the Ten Commandments and other laws which the Israelites were to follow. It established rules for the Israelites to live by, and outlined the consequences for obedience and disobedience.
The Exodus from Egypt, and the first celebration of Passover the same night (Exodus ch.12) was about two months before the covenant at Sinai (Exodus ch.19 and 24). The connection is that the Exodus, as great as it was, served as just a backdrop and preparation for an even greater event, which was when God gave the Torah at Mount Sinai (the Sinai covenant).
Judaism. At the time of the covenant itself, it was simply called the Torah.
The Jews must obey the Torah and God will treasure them and give them peace prosperity and offspring.
God established a covenant with the Israelites, known as the Mosaic Covenant, which included the Ten Commandments and other laws. This covenant served as a set of guidelines for the Israelites to follow in order to maintain their relationship with God and be distinct among the nations as his chosen people.
This is the point in the Biblical narrative that the law was given to the people of Israel at Mt. Sinai. It is the culmination of all other covenants.
The second covenant was not made between God and Abraham. It was made between God & Moses at Mount Sinai. This is where the ten commandments originated.
Covenants are contracts between God and mankind. They are consistent and ever-enlarging beginning from the Noahic Covenant, the Abrahamic Covenant, the Mosaic Covenant (aka Sinai Covenant), the Davidic Coventant, and the capstone or culminating New Covenant. Though men break covenants, God keeps His promises.
The second covenant in the Bible is the covenant between God and Noah, commonly known as the Noahic Covenant. This covenant was established after the Great Flood and was a promise from God to never again destroy the world with a flood. It also included the sign of the rainbow as a symbol of this covenant.
Judaism is defined by a covenant between the Jewish people and God. Jewish tradition holds that this covenant was made at Mount Sinai, and that the Torah is the document that defines the terms of the covenant. The tradition identifies 613 mitzvot, commandments, in the Torah, and that Jews are obligated by these commandments as their part of the covenant.
On Mount Sinai in Egypt, God created a covenant with the people of Israel by speaking to Moses, their leader. This occurred in Genesis chapter 34:10-28.
