Hirohito was the Emperor, and the Emperor was believed to be a living god by the Japanese people. He was an incredibly lofty entity, above just about everything, certainly very, very far above the sordid day-to-day details of running his Empire. Hirohito had no goals for the war, and the war was not his idea. This is why he was not hanged after the war, and lived on for decades after, still on his throne (though he had to inform the Japanese people that he was not, in fact, a living god). The war was the idea of Japanese militarists, running the Army and the Navy, who were rivals as often as they found reasons to work together. The militarists had also gained control of what passed for a civilian government in Japan, by assassinating the leaders of opposing factions. What the militarists wanted out of the war was for Japan to be THE dominant power in Asia, and for the European (and American) colonial powers to be expelled. Their vision was Asia for Asians. They called this future Utopia "The Greater East Asia Co-Prosperity Sphere", with Japan as more or less First Among Equals, of course. When the militarist officers had decided on making a warlike move, such as attacking Pearl Harbor, which those officers clearly understood would mean war with the United States, they would obtain an audience with the Emperor, and inform him of their plan. The Emperor would offer a few stylized, cryptic, opaque remarks, and the officers would then withdraw, bowing out from The Presence. So long as no one could understand what the Emperor had said as being opposed to the plan, the plan went ahead. At the end of the war the Japanese finally surrendered because the Emperor managed to make himself understood as wishing the war to end.
