A Dictatorship is a government where one person absolute power over all phases of life. Hitler and Mussolini were 2 of the 3 in power during WWII, both were among the Axis Powers. Stalin was another and he was on the allied side.

There were three main Axis powers in WW 2. All three were aggressive and were dictatorships. They were Germany, Italy and Japan.
With regard to World War Two, the sitting US President was Franklin D. Roosevelt. It's clear that he viewed the war as one where democratic nations were pitted against dictatorships. The exception was of course the Soviet Union. Stalin was on both sides of this war. The US, Great Britain, the exiled French government, could not have won the war unless Hitler attacked the Soviet Union and forced upon the German people a two front war.
