bad battery. bad ignition switch bad solenoid or the new starter is faulty,has been known to happen
In my 97 Jetta, the key does not spring completely back from the start position to the run position by itself.I figured it out after burning through one starter motor.

Check your positive battery cablefor corrosion or a loose connection.If that's ok then you have a bad starter solenoid.
you need a new onr they do this occasionally and then need to be replaced
