It's most likely the module that is seated behind the left headlight. Sometimes they run all the time, and other times they won't run at all. I replaced mine and it's fine now (cost is about $75 at your Dodge dealer only).

It could be your fan shroud or radiator hose rubbing on the fan.
If if starts bubbling even if the engine is cold, most likely blown head gasket. If only when engine warm, stuck thermostat.
The most likely cause would be low fluid level.

It is most likely the fuse. Try replacing it.
MY 1995 DAKOTA got hot because the radiator was rusted out. The fins on the radiator would crumble just by touching it. Replaced radiator, problem solved.
you have to drain the antifreeze/coolant so it would be wise.
The grinding noise in the front of a 1990 Dodge Caravan could be a cv joint. If it is, it probably only grinds when you take a sharp turn. There is one located on each side.
