there are two fuse boxes, one under the hood and one inside the car look under the steering wheel to the left near the speaker on the door. The small panel on the inside of the car is the fuse box cover

Check the owners manual. I believe both fuse boxes have spare fuses. Yes there are spares. My 2006 Corolla, same generation car has them
For my Toyota corola from 2002 the fuses for the clock and radio are located in back off the storage compartment door(storrage only) in the left side off the driver.....You pull out the door and you will see the panel with some fuses..
headlight fuses
The fuse box for Toyota corolla 1993-97 models is located under the hood just behind the battery (on the driver side). Should be fairly easy to locate 2 black plastic enclosures with components listed on the top of the box. Just pop open the lid of the box to have access to the fuses. Hint: There is plastic fuse plucker attached on the inside of the lid to help remove fuses. There is also a fuse panel in the driver's side and passenger side kicker panels if those were the fuses you were needing to locate.(At least on the '97 Corolla.) If you have the Owner's manual for the vehicle, it will tell you as well as show you where the fuses are located.
