Trick question, as I just discovered. It's under the passenger side near the front tire, but don't look for a typical oil filter.
For 2007, Toyota changed the part- it's now a built-in "canister" filter. See http://members.cox.net/n0v8or/avalon_oil_change.pdf for photos. Weird, I spent half an hour on the 'net and 45 minutes in front of the van looking for the dang oil filter, before I spotted this weird built-in thingy.

The 2007 Toyota Sienna engine oil capacity is for quarts. The manufacturer recommends that you never overfill the engine oil.

Yes, that filter fits a 2004 Toyota Sienna. But, I would not recommend a Fram filter. Purolator, Bosch, & Wix, all make superior filters to the Fram.

In order to remove the oil filter from a 2007 Toyota RAV4 you need to use an oil filter wrench. This wrench is a specialty to Toyota.

The oil filter on the 2006 Toyota Sienna is in the front, pointing toward the front under the exhaust manifold. As you look under the hood from the front, it is in the center directly under the exhaust manifold.
