I just replaced mine! It is up under the dash on the drivers side. You have to reach way up from behind on the very right hand side of the dash (looking from the rear of the dash). It is covered by a black cover that has retaining clips on both sides. Squeeze in on these retaining clips and lift the cover up. This will expose the turn signal relay - which can then be pulled up out of its base. I was fortunate that my turn signals still worked partially and still made a noise - so I just followed the noise to locate the relay - you may have to do as well since it is pretty well hidden (but turn off the ignition/blinkers before repacing the relay - so as to remove power from the circuit). I did pull the plastic plate off the front of the dash below the sterring wheel (three screws), but I do not think that it is absolutely necessary to do so - however it did allow me to see the relay base when putting it back in - so I was able to see the correct pin orientation.

To replace a turn signal switch on a 2003 Pontiac Aztek, also known as a flash relay, the steering column must be removed. The flash relay is located under the turn signal. Remove the mounting hardware and the unit can be taken off.
Add more blinker fluid.
Change the turn signal switch in the steering column, or the turn signal relay.
If the turn signal relay & hazard (emergency) relay are side by side, turn on the emergency blinkers. You will hear & feel (if you touch the relay) the emergency relay clicking. Turn signal relay is the other one.

The turn signal flasher relay on a 2003 jeep Liberty is in the fuse box that is below the glove compartment. Look for a large box type plug in with three prongs inside the fuse box.
The turn signal relay and the flasher relay are the exact same thing. The relay switch controls the turn signals.
Its integrated in the hazard switch in the center of the dashboard.
