It's hard to say, truly. She has shown signs of affection for both, though T.K. may have claimed her feelings first. She seems to like to tease Davis with acting like she likes T.K., and yet, she has never done vice versa.
EDIT: The original ending, what the creators wanted, included Takari (Takeru and Hikari or T.K. and Kari in the English dub). The ending promotional poster http://media.Photobucket.com/image/Digimon%20adventure%2002/Starmie_123/DigimonAdventure2-1.jpg shows them holding hands. Kenyako and Sorata are also visible in the poster, and, as you know, those pairings did end up appearing.
