The "Ruler" of Italy in Ceremonial Proceedings would be the King of Italy, Victor Emmanuel II who was actually the person who granted Mussolini the authority to become Prime Minister and form a government shortly after the March on Rome. If you were wondering who followed Mussolini as the Prime Minister, the answer would be General Pietro Badoglio who headed up the Provisional Military Government while Italy was still at war. He served as "prime minister" from July 25, 1943 to June 18, 1944.

Mussolini stepped down Saturday, 24 July 1943, during the meeting of the Grand Council, and General Badoglio was assigned by the King of Italy. Victor Emmanuel III came to the throne in 1900 and soon after asking Mussolini to step down, he fled Italy when the Germans occupied Rome. He assigned his son, Umberto de Salvoia, as General of the Realm, but he also remained in Egypt during the war. When he returned, Italy held a referendum to decide the fate of the crown. After serving only 33 days, the monarchy formally ended on June 12, 1946.
