The Cold War, meaning the continued state of political conflict and military tension without a direct military confrontation between the US and the USSR, lasted from 1947 until 1991. It is hard to pinpoint the "main" leader of the Soviet Union during this era.

Joseph Stalin (in power from 1924 until 1953) was the Soviet leader known more for his rule of terror at home than for an aggressive foreign policy. He can be considered the main Soviet figure in the Cold War in that he presided over its onset. Under his rule, the Berlin Wall was built and the Korean war was fought.

Nikita Khruschev (1953-1964), was responsible for precipitating the Cuban missile crisis, and for his menacing rhetoric aimed at the West (see "We will bury you!"). He could be called the main Soviet leader in the Cold War, considering that the world has never before or since come closer to an open nuclear confrontation than in 1962.

Leonid Brezhnev (1964-1982) had the longest tenure as the Soviet Cold War leader. He also sent Soviet troops to Afghanistan in 1979. But his rule caused stagnation and eventual demise of the USSR, so it's hard to call him "main" anything.

Mikhail Gorbachev (1985-1991) is widely credited with ending the Cold War by declaring the policy of glasnost and perestroika, opening the USSR to the West, conduction negotiations with Reagan, allowing the Berlin Wall to come down and, eventually, presiding over the breakup of the Soviet Union. He was the main, if not sole, positive Soviet force in the Cold War.

Take your pick. If I had to choose, I would say Khruschev. Or Brezhnev.
