If you misbehaved at school or were truant, then you should expect consequences. It does take concern and skill to provide experiences that children will find both unpleasant and learn something from. Writing a paper about the behavior and having to keep writing it until the truth is told; isolation in detention; being put on another schedule, away from friends are all good ways to go about it. And, my favorite--which no one does--enroll the child in an active PE class before lunch, which will do wonders. Running, in particular, is very calming and increases fitness. The kid will end up having to stop smoking and will be hungry enough to eat a real lunch rather than an energy drink and donuts. S/he should be more focused in the afternoon.

If it is the first, well mainly because it is difficult to discipline children any more, no smacking for instance. There may be many more distractions which make children hyper than years ago. There's also a problem with the internet which may mean teachers may not feel they can express themselves freely.
If you are still being told off for your punishments at school, try to convince your parents you have changed, that was a different era, that you haven't quite settled down but you're still young.
