Why is training dogs for fighting not illegal but fighting is?

A person may want a guard dog to protect their home, family, or property. Actually using the dog to perform that purpose unnecessarily is wrong. Kind of like guns. Having a gun to protect yourself or your family is fine in the United States. Using that gun without proper justification is wrong.

It actually depends on your country. In the United Kingdom and Australia for example it is illegal to train fighting dogs and to breed aggressive dogs such as Bull Terriers.
