In 1820, the Missouri Compromise happened because of the desire of Northern and Southern national leaders to maintain an even balance between slavery-supporters and slavery-opponents in America's federal governing power. In a sense, this Compromise indicated the unwillingness of most national politicians (and people) to resolve the issue of slavery once and for all at that time: the resolution was deferred to the future.

The Missouri Compromise was adopted because as the United States grew, there was disagreement which states should be slave states or free states. The Compromise stated that any state below a certain point (30 degrees latitude, or something) was a slave state and anything above was a free state.

To avoid endless arguments over whether each new state should be slave or free soil.

The parallel of Missouri's Southern border became the divide.

Anything North of that line was free soil. Anywhere South of it could be slave.

This settled the issue, more or less amicably, for thirty years. But California turned out too big to accommodate on this basis, and the argument heated up even more.
