The first thing I would check for any car that is not getting a spark is the distributor cap. the will be two screws on the base of the distributor cap. Remove these screws and remove the distributor cap.You will now be looking at the rotor button. have someone turn the motor over(like you are trying to start the car) Does the rottor button turn? If it does not move you need a timing belt.

No, they are different generations and therefore require different hoods. A 98 hood would only fit on a civic from 1996-2000
