On some cars at least, if a bulb has failed the resulting imbalance can make the flasher relay vibrate rapidly, so it is just possible this is the problem on your car. Worth ensuring all the flasher lamps are working - replace any failed ones and see if that's cured it.

The signals and the emergency flashers have separate circuits, separate fuses, separate flasher relays. Start with checking the fuses, the bulbs, the signal flasher relay and wiring and if it still doesn't work it may be the signal switch is bad.
