How do you fix it when turn signals do not work but flashers do?

The signals and the emergency flashers have separate circuits, separate fuses, separate flasher relays. Start with checking the fuses, the bulbs, the signal flasher relay and wiring and if it still doesn't work it may be the signal switch is bad.

Our 97 Sable turn signals quit once and luckily I pushed the emergency flasher button in and out many times and the signals have worked ever since. 4 way flashers and turn signals both have a "flasher can" in the system to make the lights flash the turn signal and 4 way flashers are controlled independantly of each other try replacing the flasher can for the 4 way flashers it is obvious that the bulbs are ok because they work on turn signals

Activate the 4-way flashers. This might work, temporarily. This problem has had a factory recall. Go to a GM dealer and see if they'll fix it for nothing. Apparently it involves changing the hazzard switch in the dash.
