Obviously yes it would......but its not recommended at all. Think about it, although you would "shed the pounds" on your legs as soon as you began to eat again you would gain even more fat on your legs!
Why you ask? As soon as you stop eating your body will go into a "starvation mode" and will try and conserve energy. When you next eat your body will believe that this is the last meal its going to get for a while and store it all as fat. This is a pretty surefire way to enter the spiral of hell that is anorexia.
Seriously.....don't do it. If your so concerned about your legs try an exercise program. Exercise bike, Pilate's, there is a load of things to look into.

I would do lunges and squats to make my legs look bigger (ie more muscular and toned), not necessarily thinner. Your legs don't really lose fat weight unless you lose weight. If you want to lose muscle weight, well, don't exercise them and eat less I guess.
