You replaced the rear pads on your 1999 Ford Focus but the brakes are binding the cable doesnt seem to have enough slack and the tightening nut is as loose as it will get?

Make sure that the rear brake adjusters were backed all the way off when fitting new pads. Once complete adjust up pads if manual adjuster or rely on automatic adjusters to do this, then adjust brake cable.

First check and replace "dead" bulbs in the tailight housing. If they are all good and still no lights then there is usually some sort of pressure switch the barke pedal pushes on or is released from when pressure is applied to the pedal. This may need to be replaced.
