Check the brake light switch for proper adjustment or possibly it is defective. You will find it mounted on the brake lever under the dash, or possibly it is a pressure switch connected to the master cylinder. Any VW dealer can tell you where it is.
There is a switch under brake pedal. This switch controls the brake lights. They some times go bad. Have someone stand behind vehicle while you push on brake pedal, if no brake lights come on. Try pushing the brake switch by hand. Check for power with a voltmeter.

If you just barely touch the brake pedal the brake lights will come on but the brakes will for all intent and purpose not be applied.

Behind steering wheel is a set of contacts that disable the brake lights when a turn signal is on, they may be stuck in the off brake light position. Try pushing the turnsignal arm to its limit and then wiggle it....careful you do not brake it off. Also check for brake light switch adjustment.
Sticking Brake LightsI had this very same problem when I owned a Nissan 300zx. There is a switch in front of the brake pedal that when the brake pedal is pressed the metal part of the pedal presses down on a little button which turns the brake lights on when pressing the pedal. What I did was I got under the dash, took a flashlight and put a little piece of tape in between the pedal and the switch. It acted as a cushion because the pedal wasn't pushing down on the switch as it was pushing on the tape and when I pressed on the pedal the lights would come on but the tape pushed the pedal back to shut the switch off. If you want to avoid all this consider having your brake pedal adjusted. If your brake lights come on still consider having your cars wiring checked out.
