Brake Light switch works without the ignition on. unplug the brake pedal switch and
check to see if the brake lights are still on..switch could be defective
If the brake lights stay on when the car is not running on most vehicles, including the 1994 Dodge Intrepid, there is probably a short somewhere in the wiring to the brake lights. The first place to investigate this problem would be the wires along the firewall that control the brake lights. Also, check the brake light switch above the brake pedal.
Inside the trunk there is a turnable thumb screws where the brake lights are. Twist screws off and the brake light pops out.
The Dodge Intrepid has front and rear brake hoses
Defective or out of adjustment brake light switch, if the switch is mounted on the brake lever. If the switch is on the master cylinder, then it needs replacing.

The 1999 Dodge intrepid brake lines schematics diagram shows the routing of each brake line. The diagram will show the brake line routing from the master cylinder to each wheel.
Check the ground wire to the brake lights.
Pop the trunk, remove the "3 wingnuts" behind or on the carpet. That will in turn loosen the tail lights. Turn the bulb, and voila!
Brake lights could stay on in a 1999 Dodge Stratus because of a short in the wiring. If the headlamps are off and the brake lights are still on, check the wiring for the brake lights that is inside the trunk. Sometimes cargo in the trunk can interfere with the lights.
