Have you tried going to like, Auto Zone or anything like that? my licence plate light was out and they hookd up a diagnostic machine and they said that usually works.. im not sure if its the same for brake lights, but it wouldn't hurt to try, it doesnt cost anything either. :)
The brake lights and tail lights are separate wiring systems. Even some of the bulbs may have two separate bulbs in the same glass housing. If the bulbs are in fact working, then the next step would be to test the brake switch under the dash. When you depress the brake pedal the switch is pushed creating a connection to turn on the brake lights.

Sounds like it could be a problem with your brake light switch mounted on the arm of your brake pedal under the dash.
Bring to a shop that has an ABS scanner to determine the problem

The VSC (Variable Skid Control) is a component of the braking system of your vehicle. The fact that both warning lights are lit indicates that there is a problem with your vehicle's brake system. Get it to a dealer, or mechanic ASAP!
i found it to be the tail light harnesses go bad . a common problem with them because the bulb sockets short out.
There is a recall for this problem, contact your local V Dealership. It is probably the Brake Switch. It can also affect your brake lights from not working as well. There have been a couple of recalls for it.
