Examine the brake cable from the cab all the way back to the rear wheels. If the cable isn't broken, pull the wheels and drums and check for wear on the brake shoes. It might just be an indication that you need to replace the rear brakes. Once the drums are off, have someone operate the hand brake while you watch the cables. If the cables aren't pulling, find out where the cable is broken.
