I also have a Ford vehicle (1992) and I had this same issue and came to realize it was a short once i had electrical system tests done. The short came from the headlight switch (next to the steering wheel) which had a wire that shorted out and slightly melted the wiring harness. The harness is available from ford for a minimal price.
