Probably a faulty multifunction/stalk switch.
turn signals won't work. changed all the bulbs. Hazard lights work. 1999 Chrysler Sebring hardtop
My research to date finds that the turn signals and hazard signals are controlled by a common relay. That relay is behind the hazard relay switch. My 2002 Audi A6 has the same symptoms you describe, and I will be removing the hazard switch to get at the relay for replacement. Good luck.
The hazard switch itself is bad. The flasher module for the turn signal is built into it. Replace it yourself for 100 dollars(cost of part).

It's the turn signal indicator-located behind the hazard lights.You have to take it out and replace it.
As far as I know , the multi-function switch is the switch for your turn signals , flash to pass , hazard lights etc . It is inside the steering column

no both systems have a separate flasher
check beyond the top of the steering wheel. between the steering wheel and the indicators, you should see the button to turn on the hazard lights..
behind the glove box there is a fuse for a light module. its fuse 106.
Turn signal is on the left of the steering wheel its the wand thing that sticks out of the steering column that also has your lights and high beam controls. You flick the wand thing up or down for the turn signals and back for the high beams, and the hazard flasher is in the middle of the dash above your radio should be by itself between the vents
