It most likely means you have a short to ground somewhere. You don't want wires getting hot, unless you want an electrical fire. If you're not comfortable checking electrical systems, then get it checked out ASAP.
Any technology with the possible exception to token ring may be susceptible to signal bounce when one of the cable segment is disconnected or there is a short in the wire segment. An unterminated end of a wire segment will cause signal bounce because there is no termination at one of the ends to absorb the signal, preventing it from bouncing back into the cable.
The transmission computer takes the output speed sensor signal and sends it to the cluster for the speedometer reading. you need to change the speedometer cause if your odometer is counting then speedometer should be working too. make sure your speed gear its working its in the side of the transmission The odometer and speedometer read off of the same signal. If one works, the signal is ok and the other gauge is bad.
a dead battery
Possibly your speed sensor. My speedometer would bounce around & then soon after it felt like my transmission was slipping. Turns out the speed sensor controls the upshift in your transmission.
Lowering the springs of a car will cause the tires to bounce.
I would suspect a faulty VSS. Try replacing the vehicle speed sensor in the transmission.
There are several things that can cause your 2003 Mitsubishi Gallant speedometer not to work. The most common cause is a malfunctioning speedometer cable.
You may need to replace the speedometer fuse. The speedometer cable can cause your speedometer to stop working. The speed sensor can also cause the speedometer to stop working.

Having a short in the turn signal wiring can cause gauges to fluctuate. If the battery gauge is fluctuating corrosion on the cables can be a possible cause.
There is no speedometer cable on a 1995 caravan. it is done by a speed sensor on the transmission and digtal data is sent to the computer and the computer then sends the signal to the speedometer. This is the case even when the speedometer looks analog. Likely a bad speedometer is the cause if it does not move as the speed sensor is used for other functions and would trip the "check engine" light if it was bad. the speedometer is part of the instrument cluster and likely you would need to change the whole thing.
