10993 Ford Tempo the engine gets quite hot before the fan comes on it still does not cool down to noral temperature and the fan cuts out so the engine runs quite hot any ideas why?

I have the same problem with my tempo not sure what it is thought it was the fan not kicking on soon enough thought it was the thermostat but neither were the problem must be the water pump the only thing i havent checked.
