By the fuel tank , left side where the filler tube is.

The body was basically the same on the Ciera from 1989-1996, so any parts from one of those years should work
It needs fuel, compression and spark, you are missing one of those.
It has many more that 2. But, if you are referring to O2 sensors then it has 1.
There isn't one on that engine. Only a crankshaft sensor at the back of the engine.
The 1989 Cutlass Ciera modern production spark plugs are pre-gapped from the factory and should not be altered. The OEM AC Delco Professional Platinum #41805 for this engine comes pre-gapped at .045 inches for reference purposes.
How does it not start? is it cranking? Could be many things, battery, starter, etc.
It can cause the ignition lock cylinder to not turn. If it turns then the key is not why it will not start. Look into the ignition switch, starter, battery, or connections.
Usually up under the dash on the right side of the ashtray.

its under the car, in front of the fuel tank about midway between the back tire and front seat. quite easy to replace
If it's the 3.1L, then it's 1-2-3-4-5-6.

Not sure if it would be the same for your car. However, I have a 1993 and the fuses are located in the glove box. I have to pull out the grey pocket and the fuses are hidden behind that.
Unplug the wire on the side,remove the screw on it,,pull it off and replace with new one.
