A spark plug is used to ignite the fuel/air mixture inside the cylinder of an internal combustion engine. If the spark plug isn't working, the cylinder won't fire. In a multi-cylinder engine, this will result in rough running and loss of power. In a small, single cylinder engine, this will result in the inability to start the engine.
There are a lot of reasons that a car might not start even if it is getting fuel and spark. It depends what kind of car it is. It could be something as small and simple as a bad starter or solenoid or something as complicated as a stretched timing chain. What are you working with?
Misfires are commonly a result of bad spark plugs or the wires connecting to your spark plugs, There is a spark plug for each cylinder of your vehicle which affects your cars ability to start and shift up in gears, depending on which plugs aren't working.
They are violently reactive to water so do not touch them. For example Calcium and Potassium will start to flame and and spark.

There are a few reasons why a 1999 VW Bug will not start. The battery could be dead, the fuel pump may not be working, or the spark plugs may need changed.
