There's a small box under the hood on the driver's side that houses these. They are marked as H/L up and H/L down.
there is a retract control relay, i don't know where it is but look at the fuse/relay boxes under the hood, it should be marked
if you hear a whining sound when you engage them then they're disconnected from the motors and you need to reattach the arms. no whining means a bad relay, your up down switch is in the on position (or the blue wires disconnected behind it), or you have bad motors. Push the button
I just had this problem. First check your fuses then disconnect the relay and reconnect it, they get loose from time to time i need to find the fuse
