If you open the bleeder and it releases pressure, follow the steel line back to see if it is pinched somewhere.

No but, the next time that brake seems stuck open the bleeder on that stuck caliper and see if the caliper releases the pressure. If so you may have a bad brake hose or a pinched brake line that holds pressure.
MORE THAN LIKELY THE RUBBER HOSE HAS SOMETHING IN IT. REPLACE THE HOSE SHOULD BE AS GOOD AS NEW.
If you're talking about the brake bleeder it's on the caliper.
If your talking about the brake bleeder, it is on the caliper/brake cylinder at the wheel.

Either the caliper piston is frozen stuck or the hydraulic brake hose has collapsed internally. Open the bleeder on that caliper and see if the pressure releases, if it does you have a bad brake hose.
If you can't remove it with vise grips replace the caliper. Rebuilts are fairly inexpensive.
Remove the wheel, the bleeder screws are on the inside on top of the caliper.

The most important use for the bleeder valve is to remove air from the braking system. As air rises and will not flush out of a bleeder mounted low on the brake the bleeder needs to be at the top.
