I have a '93 Protege DX that was having this same problem. I found that if you pull the top off the airbox and clean the sensor inside the problem goes away. Also make sure that the airbox and all lines coming from it are secure and have no leaks.
With my 2001 Protege 2.0 ES I am getting between 28 and 29 mpg.
